Faculty, Staff and Student Parking Regulations and Information

For the Academic Year 2014-2015

All vehicles on campus are subject to the College's parking regulations. Vehicles owned/operated by all students, faculty, and staff are required to be registered with the college and obtain a CSS parking permit. St. Scholastica employees may obtain only a faculty/staff parking permit. St. Scholastica students may obtain only a student parking permit. Intentionally misrepresenting your vehicle by using a parking permit other than the one you are entitled to is a violation of the parking regulations.

All Faculty, Staff and Students are required to park only in the College's designated parking lots.  Please refer to the campus parking lot map for parking lot locations. 

Student Parking Application

(this application is good for the 2014-2015 Academic Year)

Students requiring a CSS Parking Permit must fill out the on-line application on the CSS Parking-Transportation web page at: http://www.css.edu/parking

Parking permits will be placed in CSS mailboxes once the online parking application is completed. The cost for a parking permit is $150 per academic year. Your student account will be charged after successful completion of the on-line application. The fee paid is a registration fee and not a guarantee of a parking space.   Students are allowed only one vehicle on campus. This includes motorcycles/scooters.

Parking Permit Rates:

$150 if purchased before fall mid-semester break. (8/1/14 - 10/26/14)

$112 if purchased between fall mid-semester break and the end of fall semester (10/27/14 - 12/18/14)

$75 if purchased between semester break and before spring break. (12/19/14 - 3/6/15)

$37 if purchased at spring break or later. (3/7/15 - 5/7/15)

Parking Permit Refund Rates:

$150 if returned from start of fall semester through last day to drop/add for fall. (9/2/14 - 9/15/14)

$112 if returned after last day to drop/add for fall and before fall mid-semester break. (9/16/14 - 10/26/14)

$75 if returned at fall mid-semester break through the end of fall semester. (10/27/14 - 12/18/14)

$37 if returned at semester break and before spring break. (12/19/14 - 3/6/15)

$0 if returned at spring break or later. (3/7/15 - 5/7/15)

All student vehicles parked on campus between the hours of 2:00 a.m. and 3:00 p.m. are required to have a valid student parking permit displayed on the rearview mirror so the permit is clearly visible through the windshield with the permit number facing outward. 

Students living on campus will be required to park only in one of the designated overnight parking lots. These lots include Lots 1A, 1B, 15, 16, & 17. A special colored parking permit will be issued to on campus residents.

If your permit is lost or stolen, you can purchase a new permit from the Facilities Office Manager located in Tower Hall room 2622 or scotter@css.edu.  Please report lost or stolen permits to the Safety and Security Manager as soon as possible, a temporary permit will be issued for 48 hours. Unless reported to the Safety and Security Manager, you will be responsible for all citation fines issued to your permit number.

If you will be leaving the college during the academic year and would like to turn in your parking permit for a pro-rated refund, contact the Facilities Office Manager located in Tower Hall room 2622 or scotter@css.edu

If you change vehicles or your license plate changes during the academic year, you are able to up date your vehicle information by going to the Parking-Transportation web page at: http://www.css.edu/parking and clicking on "Manage My Parking Account" and then clicking on "Manage Your Vehicles". This will allow you to update your new vehicle information.

Faculty/Staff Parking Application

(this application is good for the 2014-2015 Academic Year)

The cost for a parking permit is $150.00 for the full academic year. All employees will pay for the permit through payroll deduction. The deduction will be spread over 16 pay periods starting with the September 12, 2014 paycheck and continuing through the April 10, 2015 paycheck.  The cost for a parking permit  for faculty and staff hired within the academic year will be based on the remaining pay periods.

All faculty and staff requiring a CSS Parking Permit must complete the on-line parking permit application on the CSS Parking –Transportation web page at: http://www.css.edu/parking

Employees will be issued only one permit to transfer between registered vehicles. Additional permits may be purchased.  Contact the Facilities Office Manager to make arrangements at ext. 6451 or scotter@css.edu.

Faculty and staff that have outstanding parking citations will not be allowed to register for a parking permit until all fines are cleared.

Permit Application Process

The parking permit application is an on-line form and can be accessed at the St. Scholastica home webpage at: http://www.css.edu/parking.

To complete the application, you will need your CSS Network ID/Password log-in and vehicle make, model, color, year, state, and license plate number.

Commuter Parking

College Commuter Parking Lots 2, 3, 4, 5, 6, 6A,  8, 12, 13, and 14 require a 2014-2015 CSS parking permit Monday through Friday between 7 a.m. - 3:00 p.m.  No parking is allowed in these lots seven (7) days a week between 2 a.m. - 7 a.m.

Commuter faculty, staff and students are allowed to park in the designated overnight parking lots in the event all the commuter parking lots are full.

Commuter faculty, staff and students that will be traveling for college business or events and leaving their vehicle on campus while traveling, must park their vehicle in one of the Designated College Overnight Parking Lots.

On Campus Student Resident Parking

Students living on campus are required to park only in one of the designated overnight parking lots between the hours of 2:00 a.m. to 3:00 p.m. .    A special colored parking  permit will be issued to on campus residents.

Designated College Overnight Parking Lots

Designated overnight parking is permitted only in parking lots 1A, 1B, 15, 16 & 17. A current 2014-2015 CSS parking permit decal is required in these lots Monday through Friday between 7 a.m. and 3:00 p.m. and seven (7) days a week between 2 a.m. and 7 a.m.

Visitor Parking Lots

Parking lot 7 - Sixteen spaces are available in front of Somers Hall

Parking lot 9 - Nine spaces are available along the north side of the 3rd floor entrance to the Science Building.  These spaces are for visitors to the Admissions Department only.

Parking lot 10 - Fourteen spaces are available in front of the Chapel/Library

Visitor parking is enforced Monday through Friday between 7 a.m. and 3:00 p.m.

No parking is allowed in these lots seven (7) days a week between 2 a.m. and 7 a.m.

Permits for the visitor parking spaces are required and available in the Admissions Office (room Tower 1101), Security office (room Tower 19), or at the Somers Hall Information Desk. Vehicles without a properly completed visitor permit will be issued a citation.

Faculty, staff and students may not use visitor parking from 7 a.m. through 3:00 p.m. Monday - Friday. Citations issued to Faculty, staff and students during this listed time are not able to be appealed.

Guest Overnight Parking

Guest overnight parking is permitted only in parking lots 1A, 1B, 15, 16 & 17.

A 2014-2015 guest overnight parking permit can be obtained at the front desk of Somers Hall and must be displayed on the dashboard of the vehicle. Vehicles without a properly completed permit will be issued a citation.

Holiday/Break Parking

Parking is permitted in any College designated parking lot during academic breaks and extended holiday breaks with the exception of visitor parking that will still be enforced Monday through Friday between 7 a.m. and 3:00 p.m. The no overnight parking remains in effect seven (7) days a week between 2 a.m. and 7 a.m. in lots 2, 3, 4, 5, 6, 6A, 7, 8, 9, 10, 12,  13, and 14.

Handicapped Parking

Handicap parking is enforced 24 hour a day 7 days a week and requires a state handicap parking permit.

Three spaces are located at the entrance to the Burns Wellness Commons (Parking Lot 2A)

Two spaces are located at the west entrance to Parking Lot 3

Seven spaces are located at the entrances to the Mitchell Auditorium/Student/ Union (Parking Lot 3)

Three spaces are located at the front entrance to Somers Hall (Parking Lot 7)

Three spaces are located in Parking Lot 8

Two spaces are located in Parking Lot 9

Three spaces are located at the entrance to the Library/Chapel (Parking Lot 10)

Three spaces are located at the front entrance to Cedar Hall

Three spaces are located at the front entrance to Kerst Hall

Three Spaces are located at the front entrance to Scanlon Hall

Violations in the designated state handicap parking areas can not be appealed.

Temporary CSS Medical Need Parking

Two (2) spaces are located in Parking Lot 2A by the lower east entrance to the Burns Wellness Commons, three (3) at the entrance of Parking Lot 3 outside of the Mitchell Auditorium/Student Union, and two (2) spaces in Science Building Parking Lot 8.

A Medical Need Parking Permit (MNPP) is a temporary parking permit for areas in which CSS faculty, staff or students are not normally eligible to park, but who have a need for access to reserved parking due to a short-term medical condition not covered under State Handicap Parking rules. Conditions that would make a person eligible for a CSS Medical Need Parking Permit include, but are not limited to: short-term physical rehabilitation, e.g., from surgery, injury, or chronic health condition; casts, crutches, or splints; pregnancy; and time-limited respiratory conditions, e.g., pneumonia or bronchitis.

To request a temporary CSS Medical Need Parking Permit, a Health Care Provider and Applicant Form must be presented to the Safety and Security Manager located in room Tower Hall 2624. The Health Care Provider and Applicant forms can be obtained from the Safety and Security Manger or from the Transportation-Parking web page at: http://www.css.edu/parking.

Violations in the designated medical need parking area can not be appealed.

Motorcycle/Scooter Parking

Commuter students, faculty and staff - Motorcycles/scooters are not required to display a CSS parking permit but MUST park in one of the two designated motorcycle/scooter parking areas. Any motorcycle/scooter parked outside of these areas are subjected to ticketing and towing under the colleges parking regulations.

Designated commuter motorcycle/scooter parking areas:

Parking Lot 3 – a marked section of parking along the curbed area next to the 3rd floor entrance to Somers Hall to include the cross-hatched area and up to three additional parking spaces.

Parking Lot 13 – a marked section of parking to include the cross-hatched area on the east side of the parking lot and up to two additional parking spaces.

The designated commuter motorcycle/scooter parking areas will be seasonal and will be effective during the following times:

Fall semester – September 2, 2014 to November 14, 2014

Spring semester – March 23, 2015 to May 8, 2015

The fall end and spring start dates may change due to weather conditions.

On-campus residential students – Students living on campus will be allowed to only parking their motorcycles/scooters in one of the designated overnight parking lots in a general parking space. We encourage riders to share parking spaces. Motorcycles/scooters are not required to display a CSS parking permit. Students are only allowed to have one vehicle on campus, so if you have a motorcycle/scooter on campus, you can not have another vehicle on campus.

At no time shall motorcycles/scooters be operated or parked on sidewalks, concrete areas, grass, or other landscape. Motorcycles/scooters are to ONLY be driven on asphalt roadways and parking lots.

$2 Daily Parking Permits

Faculty, staff and commuter students may purchase $2 daily parking passes at the Cashier's Desk located on the 1st floor of Tower Hall room 1127,  Somers Hall main desk (located at the main entrance on the 1st floor), and the Wellness Center front desk.  $2 Daily parking passes are valid for one day only. Daily permits must be visibly displayed on the driver's side of the vehicle dashboard.

Roadway Parking

No parking is allowed on the campus roadways except for special events that have approval from the Safety and Security Manager.

Driving on the Grass

Driving on the grass is not allowed.

Parking Citations

Parking citations issued to students will be directly charged to the student's account.

Grades/transcripts will be held for students with unpaid accounts.

Faculty/staff are able to pay for their parking citations either at the Cashier's Desk located on the 1st floor of Tower Hall room 1127 (payment can be made by cash, check), or through payroll deduction. Forms for payroll deduction can be found at: http://resources.css.edu/Facilities/Documents/Payroll_Deduction.pdf.  Submit the form to the Payroll Coordinator located in Tower Hall room 2612.

When a registered vehicle receives its sixth (6), and an unregistered vehicle receives its third (3) and any subsequent parking violation (even if past violations have been paid) during the academic year for violating the College's Parking Regulations, the vehicle will automatically be towed off campus. The charge for this towing and any storage fees will be at the owner's expense at the current rate charged by the towing company and can not be appealed.

Unregistered Vehicle Owner Identification Process

To identify the ownership of a vehicle not registered with the college that has acquired parking violations and fines, the college will use a licensed investigative service to determine the registered owner of the vehicle.   A service fee of $50 will be applied to the responsible party of the unregistered vehicle.

Parking Citation Appeals

A committee of students, faculty and staff will review written appeals for parking citations. To submit an appeal, you must fill out an On-line Appeal Form located on the Parking-Transportation web page at: http://www.css.edu/parking.

Citations can only be appealed if submitted within 14 days of citation date.

Citations for violations in the State designated handicap, CSS Medical Need, Visitor Parking, Monastery and Westwood/BHC parking areas are not able to be appealed.

Towing Policy

The College reserves the right to tow any vehicle in violation of the current parking policies. The College also reserves the right to tow any vehicle that is posing a threat to safety, the environment, or creating a nuisance noise, such as a vehicle security alarm, at any time. The charge for this towing and any storage fees will be at the owner's expense at the current rate charged by the towing company and can not be appealed.

Parking Lot Snow Removal

In order to provide snow removal to maintain effective and safe parking on campus, parking lots 2, 3, 4, 5, 6, 6A, 7, 8, 9, 10, 12, 13, and 14 must be cleared of all vehicles between 2 a.m. and 7 a.m. seven (7) days of the week. Unauthorized vehicles parked in the above lots overnight will be issued a parking citation and if necessary be towed off campus. The charge for this towing and storage will be at the owner's expense at the current rate charged by the towing company and can not be appealed.

When snow removal is required from the designated permitted overnight parking lots 1A, 1B, 15, 16 , and 17 residents will be given at least 12 hours notice about which alternate parking lot(s) to use. Any vehicles not removed from these lots will be towed in accordance with the above stated guidelines.

St. Scholastica Monastery

The parking area along the stone wall in front of the Monastery is off limits to any vehicle other than those authorized by the Monastery Transportation office. A special Monastery parking permit is required to park in this lot.

Students/Faculty/Staff are not allowed to park in this lot without authorization from the Monastery. When a vehicle receives its second (2) and any subsequent parking violation (even if past violations have been paid) during the academic year for violations in this parking lot, the vehicle will automatically be towed off campus. The charge for this towing and any storage fees will be at the owner's expense at the current rate charged by the towing company and can not be appealed.

Benedictine Health Center

The parking lot next to the Benedictine Health Center (Lot 11) is reserved for employees and guests of the Benedictine Health Center. A special permit is required to park in this lot.

Students/Faculty/Staff are not allowed to park in this lot without authorization from the Benedictine Health Center . When a vehicle receives its third (3) and any subsequent parking violation (even if past violations have been paid) during the academic year for violations in this parking lot, the vehicle will automatically be towed off campus. The charge for this towing and any storage fees will be at the owner's expense at the current rate charged by the towing company and can not be appealed.

Westwood

The parking lot next to Westwood ( Lot 11) is reserved for employees, residents and guests of Westwood. A special permit is required to park in this lot.

Students/Faculty/Staff are not allowed to park in this lot without authorization from Westwood. When a vehicle receives its third (3) and any subsequent parking violation (even if past violations have been paid) during the academic year for violations in this parking lot, the vehicle will automatically be towed off campus. The charge for this towing and any storage fees will be at the owner's expense at the current rate charged by the towing company and can not be appealed

The College assumes no responsibility for any vehicle or its content while the vehicle is parked or operated on College property. All vehicle operators should lock or otherwise secure their vehicles when parked on campus.
